The United Kingdom, France and Canada are introducing an import ban on goods from Israeli settlements in the occupied West Bank. British Foreign Secretary Miliband announced this this afternoon in the House of Commons.
Sanctions will also be imposed on companies and individuals who facilitate the expansion of the illegal settlements, for example through financial services and infrastructure. Advertising the settlements in the West Bank will be banned in the UK.
The measures are to come into effect within six to nine months. In a joint statement, nine other countries announced their support for similar national or European measures.
The Netherlands had already introduced an import ban on products from Israeli settlements. That will take effect on 22 September.
The British government considers the Israeli occupation of the West Bank illegal, Miliband emphasized. "The trade relationship must reflect the illegality of the occupation." Miliband said he could not imagine "that British citizens want us to support the occupation by allowing products from the settlements in our shops."
The sanctions target the illegal settlements, and not Israel, he stressed.
Controversial construction project
A week ago, Miliband already made clear that the trade relationship with Israel must be completely overhauled. The minister then spoke of a reset. To the great anger of Israel, which already warned it would retaliate if the measures went ahead.
The reason for the British measures is, among other things, the growing number of illegal settlements in the West Bank and the increasing violence by "terrorist settlers," as Miliband described them today. Last month it became known that developers can participate in the tender for building homes for settlers in the controversial E1 project. The UK, Germany, France, Italy, Canada, Norway and also the Netherlands condemned those plans.
Almost a year ago, the UK recognized the Palestinian state. Former Prime Minister Starmer then declared that the UK has a moral responsibility to support a peaceful future for Israelis and Palestinians.
Ethnic cleansing
With the plans for the controversial construction project, the West Bank is effectively divided in two and a future Palestinian state is practically made impossible, Miliband reiterated today.
Meanwhile, violence against Palestinians is increasing. "Homes are being razed to the ground, families displaced. Neighborhood after neighborhood, family after family, person after person," said Miliband. According to the minister, there is ethnic cleansing in parts of the West Bank.
Consulate closed
Israeli President Herzog calls the British sanctions "a serious miscalculation" and "a decision that will end up on the wrong side of history." "Sanctions are not the solution," said Herzog, "dialogue is."
"In the current context, it would be a gross interference in the democratic elections of a sovereign country," he said, referring to the upcoming Israeli parliamentary elections on 27 October.
In response to the announced sanctions, Israeli Foreign Minister Saar reports that the British consulate in Jerusalem will be closed by Israel.
