The visit of the top American diplomat Witkoff to Saint Petersburg has led to the release of an American prisoner. After more than three hours of talks between President Putin and Witkoff, the Kremlin further claimed that Russia is "in principle" ready to resume negotiations with Kyiv and Washington.
These negotiations could take place in mid-November, said diplomat Ushakov according to Russian state media. He mentioned Abu Dhabi as a possible location, but there is still much uncertainty about the Russian proposal.
The wording "in principle" indicates that the Kremlin is keeping its options open and there has been no response yet from Ukraine. Relations between Ukrainian President Zelensky and American President Trump have recently reached a new low.
The talks between the three countries are supposed to address the security structure for Russia and Ukraine if the conflict is stopped, said Ushakov. The US would play the role of mediator. Witkoff has not released any details about what his latest meeting with Putin might have yielded.
Zelensky has consistently insisted that, in his view, only a direct meeting between him and Putin can break the deadlock. The Russian president has so far repeatedly stated that he only wants to meet with Zelensky if an agreement has already been reached.
President Zelensky said today to Fox News that he is willing to freeze the war along the current front line if that could mean an end to the war. He reiterated that strong security guarantees for Ukraine would be required in exchange.
Release of 74-year-old American
Russia has released 74-year-old Stephen Hubbard after the talks in Saint Petersburg. He was captured by the Russian army in 2022. Russia accuses Hubbard of having fought as a mercenary in the Ukrainian army. Hubbard's lawyers deny this.
According to The New York Times, the 74-year-old man is very weakened. He is said to have been tortured and malnourished. Hubbard is now on his way to Texas, where his health will be further examined.
Trump reported on his platform Truth Social that the release took place at his request and that Russia "out of respect for President Trump" did not require anything in return. However, the release of Hubbard would not have been possible if sanctions against Russia had continued, the American president wrote in his next post.
Trump temporarily suspended an American sanctions package against Russia last Friday. Those sanctions had been adopted a month ago and signed by himself.
Diesel deal
It was also announced today that the first tanker with 40,000 tons of Russian diesel will depart for the US tomorrow. This was said by Russian Deputy Prime Minister Novak via Russian media. "Subsequent shipments will certainly follow," he said.
President Putin also emphasized in the talks with Witkoff that Russia could supply large quantities of fertilizer to the American market. On October 9, Russia lifted its self-imposed ban on diesel exports after an agreement with Trump was reached to supply diesel to the international market.
