If it is up to French President Macron, three new theme parks will be built around Paris in the future. For this, he signed a letter of intent today worth 6 billion euros with Saudi Crown Prince Mohammed bin Salman. The investment comes from Saudi Arabia.
One of the three theme parks will be inspired by the world of the popular Japanese manga and anime series Dragon Ball Z. The idea arose after the French president's visit to the Gulf state in 2025. At that time, the two leaders discovered that they share a passion for Dragon Ball Z.
The theme parks will be built near Cergy-Pontoise, a modern city about 35 kilometers northwest of Paris. They will be located on the site of the former Mirapolis amusement park, which has been abandoned for decades. In 1991, the park had to close after four years due to financial problems.
According to Macron, the mega project is expected to create about 22,000 jobs. "Since Disneyland Paris, we have seen nothing comparable," the president writes on X. The entertainment and investment group Qiddiya will finance the project. It is a subsidiary of the Saudi state investment fund.
The mega project is part of Prince Mohammed's Vision 2030 plan, with which Saudi Arabia wants to reduce its dependence on oil by investing in tourism, recreation, and technology. This should generate 100 billion dollars annually in income unrelated to oil.
Valérie Pécresse, chairwoman of the regional council of Île-de-France, says in French media that work has been underway for one and a half years on a theme park based on Dragon Ball Z. The themes of the other two parks have not been disclosed.
According to Pécresse, the project "has a scale comparable to that of Disney" and could significantly increase the region's appeal to tourists.
Opening date unknown
There is also criticism from local politicians. They fear that the new parks could draw visitors away from Disneyland Paris, which is one of France's main tourist attractions.
French officials see the Dragon Ball Z project as proof that France remains attractive to foreign investors. At the same time, many questions remain unanswered. Important details about the financing still need to be worked out.
An opening date has not yet been announced. Construction will take several years.
Luxurious estate
The announcement of the billion-euro project came during an official two-day visit by the Saudi Crown Prince to France. Both countries maintain close diplomatic, economic, and military ties. During the visit, agreements were made to further strengthen cooperation in defense.
The crown prince is also the owner of Château Louis XIV, a luxurious estate west of Paris, which he bought in 2015 for reportedly around 275 million euros. It is considered one of the most expensive residences in the world.
Several French trade unions point out that an investigation is still ongoing in France against the Saudi regarding torture and forced disappearance. Human rights organizations filed a complaint about this in 2021 following the murder of journalist Jamal Khashoggi. He was killed in 2018 in the Saudi consulate in Istanbul.
Mohammed has always denied any involvement, but according to investigations by American intelligence agencies, he was indeed involved. Critics also say that such an operation could not have taken place without some involvement of the crown prince.
In December 2021, Macron was one of the first Western leaders to meet the prince in Saudi Arabia after Khashoggi's murder. Since then, the Saudi crown prince has visited France several times.
